Strategic Flood Risk Assessment (SFRA)
Partnership of Norfolk District Councils
Introduction
Millard Consulting was commissioned by a partnership of local district councils in Norfolk to carry out a Strategic Flood Risk Assessment (SFRA) in accordance with the requirements of PPS 25. The Client partnership consisted of North Norfolk District Council, Broadland District Council, the Broads Authority, South Norfolk Council and Norwich City Council.
Scope
The study required river modelling of fluvial and tidally influenced rivers together with flood risk mapping of the entire area in order to identify the PPS 25 flood risk zones (Zone 3b functional floodplain, Zone 3a high risk, and Zone 2 medium risk). All the modelling and mapping included estimates of future climate change.
Framework Agreement for Schools and Colleges
Angus Council
Millard Consulting was appointed as consulting engineers by Angus Council to provide engineering input over a four year period on their educational stock building portfolio. Design input ranged from new build, refurbishment, demolition, modernisation and alterations on works project throughout Angus. Projects included:
- new horticultural annexe centre for Angus College, Arbroath
- external cladding proposals for Newtyle Primary School
- north wing alterations/extension at Angus College, Arbroath
- internal modernization and refurbishment to Carnoustie High School
- alteration and extension to Monifieth High School

SEPA
Civil and structural design
The Scottish Environment Protection Agency (SEPA) contract with Millard Consulting was renewed in 2009.
This contract was won in open tender, with SEPA receiving numerous other bids. The new contract is for two years. Millard Consulting will continue to work alongside lead consultant, Bell Ingram, with whom Millard has been successfully providing a service to SEPA since 2001.
This continued, robust, relationship clearly demonstrates the level of satisfaction that SEPA have with the service provided by this team. Millard Consulting’s role was recently expanded, with the award of civil engineering and structural design, as well as preparation of contract documentation for nine flood warning gauging stations on a number of rivers. Further gauging station work is anticipated.
Projects have have included refurbishment and extensions to 13 SEPA offices. As the environment agency for Scotland, SEPA has set itself stringent sustainability objectives. These have included rainwater harvesting systems and the development of renewable energy sources. Many of the project s for SEPA have required very short timescales, to minimise disruption and meet budgetary / funding regimes.
